Summary | IOC Member States requested the Secretariat to exercise the maximum transparency in developing and reviewing the Implementation Plan for the UN Decade of Ocean Science for Sustainable Development. The process was strongly complicated by the absence of physical meetings of IOC governing bodies due to the Covid-19 pandemic. After the extensive peer review of the zero draft version of the Plan by IOC Member States, constituencies, scientific community and a broad range of stakeholders (refer Circular Letter 2798), Version 1.0 of the Plan was produced. Through Circular Letter 2804, IOC Member States were requested to provide comments on Version 1.0 before turning it into Version 2.0 intended for submission to the UN General Assembly on behalf of IOC. Forty-five Members States provided comments in response to that request. This report has been prepared to inform Member States on how their feedback from the review of Version 1.0 of the Implementation Plan was integrated into the Version 2.0. In the spirit of transparency, the report describes the review process and presents a synthesis of the comments that were received and the resulting modifications to the Plan. Annex 3 contains the detailed comments received from Member States via online survey. |
