| Summary | Editorial published in Science on 15 December 2006. It is generally acknowledged that, since land, water and atmosphere are interlocking components of a single Earth system, our global Earth observing initiatives likewise need to be interlocking. The Global Earth Observation System of Systems (GEOSS) was launched by governments in 2003 to create a systematic, sustained record of Earth observation by 2015. UNESCO is working with GEOSS towards this goal via its intergovernmental programmes. In an editorial published in Science on 15 December 2006, James Baker and Keith Alverson from UNESCO's Intergovernmental Oceanographic Commission propose the development of a UNESCO convention that commits countries to sustaining an integrated ocean observing system that will lead to better understanding of the ocean and at the same time enable the provision of hazard warnings, monitoring of climate change and management of marine and coastal resources? |
